Entitlements decide what a subaccount is allowed to use.
Just because SAP provides a service does not mean every account can use it.
SAP controls usage through entitlements so that:

resources are limited

costs are controlled
-
access is managed properly
Think of entitlements like permissions with limits.
Admins use entitlements to decide:

which services a subaccount can use
-
how many instances can be created
-
which plans are allowed
If something is not working in BTP, very often the reason is simple:
The entitlement is missing or not assigned correctly.
Entitlements are:

available at Global Account level
-
assigned to Subaccounts
First, SAP makes entitlements available in the Global Account.
Then, admins decide which subaccount gets what.
Only after this step can services reveal themselves inside a subaccount.
